PNCC reserves the right to reject any and all proposals. A submission of an offer of proposal gives PNCC the right to inspect and/or require further information about the item needed.

Proposals must be received no later than Friday, February 19, 2010, 4:00p.m. Palau Time at PNCC Headquarters Building located at Ngerusar, Airai State. All proposals must be sealed and addressed to Mr. Richard L. Misech, General Manager, Palau National Communications Corporation, Corporate Headquarters, One Airport Road-Airai, P.O. Box 99, Koror, Palau PW 96940 with RFP No. 10.102E written on the outside of the envelope.

If an interested bidder prefers to email his/her proposal, the proposal MUST be sent directly to the PNCC Purchasing/Procurement Manager, Mr. O'Brien O. Ngemaes at email address ongemaes@palaunet.com , with subject headings "Response to RFP No. 10.102E". All proposals sent via email will NOT be opened until the RFP closing date.

All proposals will be opened and reviewed in accordance with evaluation procedures provided by PNCC Procurement Policy and Regulations. Proposals shall be opened and viewed only by PNCC personnel authorized to participate in the evaluation process until the award. Proposals shall be available for public inspection only after the comtract is awarded. All interested parties will be informed of the results of the proposals at an appropriate time.

Any person offering a proposal pursuant hereto acknowledge and agress that PNCC's Procurement Policy and Regulations are binding on them.

  1. Total of 15 Mbps combined capacity minimum, with pricing options on link configuration
  2. Capacity on Satellite: Tel Star 18, ST-1 or IntelSat 701
  3. Direct connectivity to Tier 1 protected backbone required
  4. Capability of routing of PNCC APNIC allocated IP block(s)
  5. High Availability of Trunking Services, inclusive of Tier 1 level peering
  6. Secured BGP Sessions
  7. 24 Hours / 7 Days, Technical Support
  8. Service Term: Two (2) year minimum with options for extension
