1. Must be duly licensed and approved to provide such services.
2. Must be in compliance with the United States Copyright laws.
3. Must be responsible for clearing and securing copyright redistribution and/or retransmission of television programming signals.
4. Programming content may be subject to PNCC Cablecast policies and restrictions.
5. source of television program signal must be from either Guam or the Commonwealth of the Northern Mariana Islands.
6. The method of delivering the television programming signal to PNCC shall be in either a media recorded device, which specific device shall be determined and/or approved by PNCC, or a secured online or satellite receiving mechanism, which shall be approved by PNCC.
7. The actual delay, from the time of the original transmission of the television program signal from its original source (original source does not included any secondary transmission), to the time of its retransmission on PNCC cable system, shall be determined and approved by PNCC.
8. PNCC shall have the right to determine the television programming signals to be retransmitted on its system.
